AWEA is
developing this "Policy Toolbox" as a primary informational resource to
reference routinely in communicating with policy makers and
providing support to advocates
of small wind systems. Initially it will include:

Model laws and
policies, including net metering rules, technical
standards for utility interconnection of small wind systems,
interconnection agreements for small wind systems,
zoning
ordinances to eliminate unreasonable tower height restrictions,
and state tax incentives; |

Sample letters for use in communicating
with utilities, utility regulatory
commissions, county officials and public utility boards regarding
the proposed treatment of small wind facilities, for those instances
where a specific project is being developed but where comprehensive
laws or rules are not under consideration or are unlikely to be
approved within an acceptable time frame; |
 |
Sample letters for prospective small wind systems
owners to use in communicating with
neighboring landowners about their
proposed systems, addressing
'neighborliness' issues such as safety, noise, and visual
impacts; and |
 |
Access to recommended actual laws and policies
adopted in key states, including net
metering rules, utility-specific net metering tariffs and
interconnection agreements, tax credits, rebates and other financial
incentives. |
The Toolbox will be modified and expanded over
time as a better understanding is developed
of what materials are needed to be most
effective. Efforts will be concentrated on the priority
states that the AWEA Small Turbine Committee
has identified as having the greatest market
opportunities, including California,
Illinois, Minnesota,
New
Jersey, New Mexico,
New York, North Carolina,
Pennsylvania,
Rhode
Island, Texas and
Vermont.
