Technical Interconnection Issues The state of Oklahoma has no specific interconnection guidelines. Individual utilities will develop their own procedures in accordance with national guidelines. Non-Technical Interconnection Issues Oklahoma’s net metering rules do include provisions preventing utilities from imposing extra charges on net metering customers. Utilities are not allowed to require new liability insurance as a condition for interconnection. Contact: Mike Bergey

Local
or State Incentive Programs for Wind Energy Investments
We are unaware of any current government incentives for small wind turbine installations. Oklahoma’s zero-emission facility production tax credit offers a financial incentive to facilities with rated production capacity of 50 MW or greater. |

| Utility Incentives
We are unaware of any utility-specific incentives for wind energy development, beyond net metering as described above. |

| Wind Resource Information
The Oklahoma Wind Power Initiative is in the process of mapping the wind power resources of Oklahoma. This involves characterization of wind power at 10 meters and 50 meters above ground level, using Windmap TM. Draft maps are available online through the Oklahoma Wind Power Initiative website. The US Department of Energy has produced wind resource maps for each state. The standard map for Oklahoma can be found here. You may also find the definitions of Wind Power Classes for the maps helpful. The National Renewable Energy Laboratory (NREL) web site contains extensive information about wind resources in the United States. There is additional information in the Wind Energy Atlas of the United States, where you can review maps for other locations in the US or get more information about how the maps were created. |

Resources
An electronic copy of the U.S. Department of Energy's 23-page Consumer’s Guide to Small Wind Electric Systems is available at the Wind Powering America web site. The Database of State Incentives for Renewable Energy (DSIRE) is a comprehensive source of information on state, local, utility, and selected federal incentives that promote renewable energy. The Windustry website hosts useful information including contacts for small turbine dealers, site analysis information, policy information, and more. Another item of interest is the Interstate Renewable Energy Council’s web site on wind energy projects and wind energy events/news occurring through out the country. |

Local
Organizations Interested in Renewable Energy Issues
The Oklahoma Renewable Energy Council (OREC) is a broad coalition of individuals, companies, organizations, and agencies working to develop Oklahoma's bountiful renewable energy resources. The Oklahoma Wind Power Initiative is a long-term joint project between the University of Oklahoma and Oklahoma State University, to initiate and strengthen opportunities for long-term economic benefits from wind power in the State. Bergey Windpower Company, the world’s leading supplier of small wind turbines, is based in Norman, Oklahoma. Their website contains quite a bit of useful information, and the company is knowledgeable and involved in local as well as national wind energy issues. |
