SMALL WIND in
Oklahoma

This page provides information specific to buying and installing a small wind turbine in Oklahoma.

AWEA’s Web site also contains general information that is helpful regardless of which state you live in, including a Communications Toolbox for Wind Energy Advocates. You will find the information below more useful if you first read the general information available in the small turbine section.

Net Metering

Net metering has been available in Oklahoma since 1988 under Oklahoma Corporate Commission Order 326195. This ruling requires investor-owned utilities and rural cooperatives under the Commission's jurisdiction to file net metering tariffs for customer-owned renewable energy and cogeneration facilities at 100 kW or less in capacity. The program is available to all customer classes and there is no statewide limit to the amount of net metering capacity.

FYI:
For general information about net metering, please read Net Metering - Frequently Asked Questions.

Utilities are not allowed to impose extra charges on customers signed up for net metering, nor are they allowed to require new liability insurance as a condition for interconnection. Utilities are not required to purchase net excess generation from customers. The ruling, however, does allow customers to request that utilities purchase the net generation. In this case, the utility purchases the generation at the utility's filed avoided cost.

Interconnection Standards

Technical Interconnection Issues

The state of Oklahoma has no specific interconnection guidelines. Individual utilities will develop their own procedures in accordance with national guidelines.

Non-Technical Interconnection Issues

Oklahoma’s net metering rules do include provisions preventing utilities from imposing extra charges on net metering customers. Utilities are not allowed to require new liability insurance as a condition for interconnection.

Local or State Incentive Programs for Wind Energy Investments

We are unaware of any current government incentives for small wind turbine installations. Oklahoma’s zero-emission facility production tax credit offers a financial incentive to facilities with rated production capacity of 50 MW or greater.

Utility Incentives

We are unaware of any utility-specific incentives for wind energy development, beyond net metering as described above.

Wind Resource Information

The Oklahoma Wind Power Initiative is in the process of mapping the wind power resources of Oklahoma. This involves characterization of wind power at 10 meters and 50 meters above ground level, using Windmap TM. Draft maps are available online through the Oklahoma Wind Power Initiative website.

The US Department of Energy has produced wind resource maps for each state. The standard map for Oklahoma can be found here. You may also find the definitions of Wind Power Classes for the maps helpful. The National Renewable Energy Laboratory (NREL) web site contains extensive information about wind resources in the United States.

There is additional information in the Wind Energy Atlas of the United States, where you can review maps for other locations in the US or get more information about how the maps were created.

Additional Resources

An electronic copy of the U.S. Department of Energy's 23-page Consumer’s Guide to Small Wind Electric Systems is available at the Wind Powering America web site.

The Database of State Incentives for Renewable Energy (DSIRE) is a comprehensive source of information on state, local, utility, and selected federal incentives that promote renewable energy.

The Windustry website hosts useful information including contacts for small turbine dealers, site analysis information, policy information, and more.

Another item of interest is the Interstate Renewable Energy Council’s web site on wind energy projects and wind energy events/news occurring through out the country.

Utility Contacts

Contact your local utility to request additional information on their interconnection policies. Contact information for electric utilities regulated by Oklahoma’s Public Utilities Division can be found below.

More than sixty cities and towns in Oklahoma are served by Municipal electric systems. To find out about their policies, we recommend contacting your local City Council, Mayor’s office, or utility governing board. See also Municipal Electric Systems of Oklahoma, Inc.

There are also more than 20 rural electric cooperatives in Oklahoma that have opted out of state regulation. For contact information for these rural cooperatives, click here. To view a map and contact information for all rural electric cooperatives in Oklahoma, click here.
