Policy Priorities

1. Production Tax Credit extension

Current Status:[updated January 6, 2006]

    • A 2-year PTC extension (through December 31, 2007) was signed into law by President George W. Bush on August 8, 2005 as part of wide-ranging energy policy legislation. (H.R.6, Public Law 109-58).

Under current law the reinstated PTC:

    • Provides a 2-year extension through December 31, 2007
    • Maintains the inflation adjustment factor of current law (thus allowing the PTC to continue growing with inflation).
    • Provides relief from the Alternative Minimum Tax (AMT) for the first four years of turbine operation.

2. Renewables Portfolio Standard

Fact Sheet - RPS Progresses in States and Congress

Fact Sheet - National RPS Similar to Successful Texas Program

Seeking: a requirement that a certain percentage of power generation come from new renewable technologies - wind, solar thermal, photovoltaic, geothermal, biomass, or an incremental hydropower facility or modification to an existing facility to co-fire biomass, or to expand electricity production from an existing renewable facility.

3. Small Wind Systems (rated 75 kilowatts and below)

Seeking: a 30 percent Investment Tax Credit for Small Wind systems with availability for both business and residential applications.

4. CREBs
