Infrastructure Issues
Assembling, deploying and servicing offshore wind and other marine energy projects will require shore and port facilities with some very specific conditions.
It will also require support vessels and a trained workforce, which the ports will also have to support. Successful deployment of offshore wind projects will require the identification of appropriate port facilities, development of/access to a fleet of installation vessels and the existence of an adequate supply chain and workforce.

Session Chair:
Greg Watson, Senior Advisor for Clean Energy Technology,
MA Executive Office of Energy & Environmental Affairs

Speakers:
Kurt Thomsen
, Chief Executive Officer, Advanced Offshore Solutions Aps
Karl Jessen, Director of Cluster Development,

Utility and Grid Operator's Perspectives
This session will explore the perspective from electric utilities and regional grid operators on Offshore Wind Power development. Utilities and grid operators
will be responsible for delivering the energy generated by off-shore wind
projects to end use retail electric customers, so their views toward off-shore
wind power development are critical. In addition, some utilities may decide to
enter the development of off-shore wind energy resources from an "own and operate" perspective as well.

Session Chair:
Jeff Anthony, Director of Business Development, AWEA

Speakers:
John Norden
, Manager, Renewable Resource Integration, ISO New England
Nicola Pitts, Vice President-Federal Regulatory Affairs, National Grid
Sharon Laudisi, New York Power Authority (NYPA)
Nelson Garcez, PSEG Global LLC

Stakeholder Acceptance
The support or resistance of stakeholders can greatly affect the approval and development process of offshore wind projects. Key stakeholders, including local residents, legislators, media, and the potential consumers of offshore wind power must be approached with strategies and tactics specific to each audience. This panel will share each speaker's different experiences and perspectives of the offshore wind projects they have worked on.

Session Chair:
Nancy Carig, Associate Project Manager – Delaware, Bluewater Wind

Speakers:
Ben Kelahan

New Technology Frontiers
The offshore environment presents a variety of unique design challenges and opportunities for wind energy technology. Even well-proven technology may need adaptations on the entire range of subsystems from the foundation to the blade tips, from the materials to the controls. At the same time, general innovation in wind energy technology offers promise for furthering offshore wind development. This panel will begin with a general overview of innovation in wind energy for offshore and then highlight a few key areas of technological advance including floating turbine platforms and novel drive train concepts.

Session Chair:
Katherine Dykes, PhD Candidate, Graduate Fellow, MIT

Speakers:
Habib Dagher

Policy Incentives
This panel will explore offshore wind energy in the U.S. and Europe and compare market growth to date under different policy regimes. Representatives from both the U.S. and Europe will join representatives from the financial community to discuss which policies have successfully attracted capital and driven offshore
wind development, which have not, and why. The panel will also address
emerging policy trends and discuss their implications for future market growth.

Technical Risk Assessment
The technical risks associated with offshore wind turbine projects shall always
be evaluated and managed. The evaluation is for most technical issues made according to codes and standards for design, construction and installation and
the risk is minimized by the use of verification by 3 rd party companies. This
session will highlight some of the latest considerations regarding the governing standards and the U.S. regulations, and also address the role of the Certified Verification Agent (CVA) as required by the Minerals Management Service (MMS).

Metocean Site Characterization
Knowledge of meteorological and oceanographic characteristics at prospective offshore wind energy sites is important both for predicting the energy that will
be produced and for designing the wind turbines and their support structures. Traditionally, this has involved erecting a monitoring station in the ocean,
a difficult and expensive undertaking. Nowadays there are many remote
sensing options, including SODAR, LIDAR, acoustic Doppler devices and satellite based systems as well as increasingly more sophisticated software analysis tools. This session will focus on the latest and most promising of these new options.

Session Chair:
Jim Manwell, Professor, Renewable Energy Research Laboratory, University of Massachusetts - RERL

Rebecca Barthelmie
, PhD, Professor, Indiana University, Bloomington
Dariush Faghani, PhD, Section Head – R&D,
